Born on March 15, 1947, in Booneville, Mississippi, Billy Joe grew up as the third child of John and Gladys Young and brother to John, Jr., Connie Sue and David. Billy Joe enjoyed football as a quarterback and the dances that followed the games.

In 1969, Billy Joe went into the US Army as a Huey Helicopter Pilot and fought in the Vietnam War. Afterwards he was stationed in Germany and was honorably discharged in 1971.

He pastored the fellowship for 20 years then transitioned to ministering in the Mississippi Prayer Network and founding the Repairers of the Breach ministry. As part of his ministry, he also helped lead many tours to Israel – a people and culture for whom he loved and advocated for many years.
